What does this PR do?

Avoid ddtrace versions 4.6.*

Motivation

ddtrace==4.6.0 introduced a binary size regression that exceeds the allowable threshold for the lambda layer.

This should hopefully help resolve any CI or release related issues associated with the bloated 4.6.0 release.
